A Modest Proposal for Preventing the Children of Poor People
From Being a Burthen to Their Parents or Country V2.0

A Modest Proposal V2.0: 
That it shall be mandatory for every young woman to be fitted with an IUD within one month of her 15th birthday, at no cost to her or her family. And that these women continue to have IUDs until they are married or reach the age of 25.
      An immodest assertion about this Modest Proposal:  When enacted, A Modest Proposal V2.0 will be by far the most cost-effective government program in history.
     Just like my ancestor's A Modest Proposal V1.0, A Modest Proposal V2.0 addresses a serious issue:  the cost to society and to unmarried young women of their having children.  First, there is the cost to taxpayers: about $160 billion per year – see below for more details.  Also, unmarried women with children have at least 2.7 strikes against them in terms of living productive, fulfilling lives: their job and educational prospects are diminished, they are much less likely to have any prospects for upward mobility, and having children diminishes their prospects for marriage.  And children born to unmarried young women are more likely to be born prematurely, have learning disabilities, drop out of school, become criminals, become drug abusers, and in general have low prospects for life.


Also, here is An Even More Modest Proposal V2.1, which is perhaps more practicable and could be instituted by individual states:


An Even More Modest Proposal V2.1: 
That every unmarried woman 15-24 years old shall be offered a free IUD, and that every woman who accepts the offer shall be given $1,000.
